라스베이거스에서 가장 큰 이슈 중의 하나인 ‘노숙자’. 이 문제가 올해 더 뜨거운 이슈로 떠올랐다. 작년에 비해 1,000명 가까이 그 수가 늘었다. 클라크 카운티는 8월10일 Southern Nevada Point-In Time Court의 노숙자 인구 조사 결과가 공식적으로 공개되었다고 발표했다.
One of the biggest issues in Las Vegas is homelessness. This issue has become a hot topic this year. Compared to last year, the number has increased by nearly 1,000. On August 10, Clark County officially released the results of the Southern Nevada Point-In Time Court's homeless census.
*상당수, 치솟는 임대료에 거리로
이 내용에 따르면 2022년 5,645명이었던 노숙자가 1년 사이에 6,566명으로 늘어났다. 이 중 60%가 보호소 없이 거리, 야외, 차량, 사막 등지에서 생활하는 것으로 조사됐다. 남성 노숙자는 70%에서 66.5%로 감소한 반면 여성은 28.4%에서 32.5%로 증가했다.
연령 별로 살펴보면 35~44세가 20%로 가장 많았고, 자녀를 둔 가족 노숙자들도 12%에 달한다. 18세 미만의 미성년자 홈리스도 8%나 차지한다. 인종 별로는 백인이 51%로 단연 다수를 차지하고, 아시안은 2% 정도이다. 집이 없는 성인의 90%가 독신이었고, 이 중 28%가 만성적 노숙자로 집계됐다.
특히 올해 급속도로 노숙자가 늘어난 것은 팽창하는 지역 인구의 증가로 인해 치솟는 임대료를 감당하지 못해 거리로 내몰린 주민들이 상당수라고 관측됐다.
According to the data, the number of homeless people increased from 5,645 in 2022 to 6,566 in just one year. Among them, 60% were found to be homeless, outdoors, in vehicles, or in the desert without shelter. The percentage of male homelessness decreased from 70% to 66.5%, while the percentage of females increased from 28.4% to 32.5%.
In terms of age group, those aged 35 to 44 accounted for the highest percentage at 20%, while homeless families with children accounted for 12%. Homeless minors under the age of 18 made up 8% of the total. Regarding race, Caucasians comprised the majority at 51%, followed by Asians at around 2%. Additionally, 90% of homeless adults were single, and 28% of them were chronically homeless.
*비어 있는 호텔 개조로 대책 마련
클라크 카운티에서는 악화되는 노숙자 문제를 해결하기 위해 비어 있는 호텔 중 많은 곳을 주택으로 전환하는 시도를 해오고 있다. 공공기관에 도움을 요청한 노숙자들을 위한 임시 거주지로 Motel 6를 리모델링한 첫 번째 내비게이션 센터가 8월 초 문을 열었다.
올해 입법회에서는 노숙자 관리를 위해 공공-민간 파트너십을 요구하는 막바지 법안인 상원 법안 528을 포함하여 노숙자 문제를 다루는 일부 법안을 상정했다. 여기에는 시저스, MGM, 레드락 호텔 같은 대형 그룹들이 재정적 지원에 참여했다. 조 롬바르디 주지사는 이 법안을 승인했지만, 카운티와 시는 타운 건설 방법에 대해 계속 논의 중이다.
Notably, the rapid increase in the number of homeless people this year is attributed to residents being forced onto the streets due to skyrocketing rent caused by the expanding local population.
To address the worsening homelessness problem, Clark County has been converting many of its vacant hotels into housing. The first navigation center, a remodeled Motel 6 serving as a temporary residence for homeless people seeking help from public agencies, opened in early August.
*아동 〮청소년을 위한 지원
노숙자 중 자립의 능력이 약한 청소년들은 즉각적인 도움이 필요하다. 하루 아침에 부모에게 버려져서 끼니는 학교에서 해결하고, 잠은 거리 한 구석에서 청하는 일이 빈번하다. 이러한 어려움은 도움을 받아야 할 당사자와 공공 기관의 연결이 제대로 되지 않아 거리를 떠돌다 비행 청소년이 되는 경우가 많다.
클라크 카운티에는 이런 청소년들을 위한 비영리 단체들이 있다. 숙식과 상담, 학습까지 도움을 주고 있다.

갑작스런 재정적 위기에 처했거나 임대료 미납으로 퇴거 위기에 처했거나, 공과금을 제대로 지불할 수 없는 형편의 어린 자녀를 둔 가정에도 지원의 손길이 있다. 2023년 1월부터 새로운 자격 기준 CHAP를 충족하는 가구에 대해 지원이 된다. 지원 자격 확인은 웹사이트 chap.clarkcountynv.gov에서 가능하다.
복지 지원 사업부 dwss.nv.gov에서는 아동 지원 프로그램을 운영 중이다. 자녀 양육비를 신청할 수 있다.

Among the homeless population, immediate help is needed for young people with weak self-reliance. Often abandoned overnight by their parents, they rely on school meals and sleep in corners of the street. These difficulties often lead to delinquent youth wandering the streets due to a lack of connection between those in need and public institutions.
Clark County has non-profit organizations that provide accommodation, counseling, and educational assistance specifically for these youth.

Support is also available for families with young children who are in sudden financial straits, facing eviction for non-payment of rent, or unable to pay their bills. From January 2023, assistance will be provided to households that meet the new eligibility criteria CHAP. Eligibility checks are available at chap.clarkcountynv.gov.
