'대한민국'과 '네바다'주 간 운전면허상호인정 약정 체결 -3월 19일부터 시행

#2023년 가을 학기에 입학한 유학생 이 지영씨는 운전 면허증을 취득하기 위해 필기 시험 신청을 DMV 온라인으로 했다. 지인이 권유해준 한인 가이드북에 게재된 필기 시험 내용으로 대충 공부를 했다. 캘리포니아에서는 대체로 가이드북 안에서 거의 기출문제가 나온다는 이야기를 듣고, 쉽게 생각했다. 8월 초 영어로 치룬 필기시험은 녹록치 않았다. 전혀 보지 못한 문제들이 나왔고, 실제 미국의 교통 법규를 체감하지 못했기 때문에 패스에 실패했다. 낙담한 이 지영씨는 그제서야 DMV에 비치된 핸드북으로 공부하기 시작했다. 일단 인터넷을 두드리며 한국어로 번역된 핸드북을 찾아냈다. 꼼꼼히 공부한 후에 두 번째 치른 필기시험에 합격하게 되었다.

 #60세가 넘은 나이에 운전 면허증을 취득하려던 김예분씨는 영어를 전혀 못해 통역사의 도움을 받아야 할 처지였다. 인터넷 한인 커뮤니티 사이트에서 DMV를 출입하는 한인 통역사가 있다는 정보를 듣고 찾던 중 그 통역사가 개인 사정으로 불가하다는 사실을 알게 되어 매우 실망했다. 다른 통역사에게 부탁했지만 DMV 출입은 한인 단체장의 추천서가 있어야만 허가를 받을 수 있다는 사실에 발만 동동 구르게 되었다.

 #최근 라스베이거스에 유입 인구가 더 많아지면서 DMV는 그야말로 북새통이다. 주행 시험을 치루려면 보통 한두 달은 걸리고, 서류 처리하는 시간도 5시간 이상 지체되기도 한다. 한인 커뮤니티에서 문제가 되는 사례는 운전면허증을 처음 취득하는 사람들이 네바다 법규를 잘 몰라서 주변에서 얻어들은 정보로 진행하다 보니, 낭패를 보는 경우가 많은 것이다. 

#특히 2001년 이후 시행되지 않는 한국어 필기 시험 때문에 고배를 마시는 한국인들이 적지 않다. 왜 한국어만 없는지 궁금한 한인들도 많다. 김항호 한인회장은 “2000년 초반 DMV에서 한인커뮤니티에 그동안 시행되던 한국어 시험을 중단한다고 통보했는데, 불행히도 한인 단체에서 대처를 잘하지 못해서 사라지고 말았다.”라고 설명하며, “이번 한인회에서는 한인들의 위상과 불편함을 해소하기 위해 한국어시험 부활이나, 한국면허증을 그대로 사용하는 법안에 노력을 기울이고 있으나, 주 의회를 통과해야 하기 때문에 쉽지 않은 상황이다.”라고 전했다.

위에 소개한 사례들은 2023년 9월 본 매거진이 한국어 필기 시험이 없는 상황에서 한인들이 겪는 어려움을 취재했던 내용이다. K-POP의 위상이 날로 높아지는 베가스에서 한국어 운전시험이 없다는 황당한 상황을 주류에 알리기 위해 백방으로 노력했다. 상당수의 주류 인사들은 한국어운전면허시험이 없다는 것을 의아하게 받아들였고, 이러한 사안을 알리기에 기꺼이 협조해 주었다. 얼마 지나지 않은 2023년 말에 조 롬바르도 주지사와 LA 총영사간의 긴밀한 회의가 시작됐다.  

총영사관 측의 보도자료에 의하면 지난 2023년 말 네바다 주지사와의 면담을 계기로 한국과 네바다주의 원활한 경제협력과 인적 교류 등을 위해 동 약정이 필요함을 피력하였고, 네바다 주지사도 이에 공감하면서 약정 체결을 위한 논의가 본격화되었다고 설명했다. 김영완 총영사는 “동 약정 체결이 한-네바다간 경제 협력과 재외국민 편익 증진에 이바지할 것으로 기대한다.”로 소감을 전했다. 

라스베가스 김항호 한인회장은 “이번 협정 체결을 위해 애써주신 대한민국 정부 관계자들과 김영완 LA 총영사, 강경한 외사담당 영사, 그리고 네바다 주지사 및 한인 사회의 모든 분들께 깊이 감사한다.”고 감회를 피력했다. 

오는 3월19일부터 새로운 운전 면허 약정은 대한민국과 네바다주 간 운전면허상호인정으로 시행된다. 매우 획기적인 성과다. 동 약정에 따라 유효한 한국 운전면허증(제1종 대형, 특수 보통, 제2종 보통 면허)을 소지한 네바다주 거주 재외국민은 실기시험이 면제되고 필기시험만 네바다주 비상업용 운전면허증(Class C)을 취득할 수  있게 된다. 이 같은 내용은 한국에서도 똑같이 시행된다. 

이로써 네바다주와 운전면허상호인정 약정을 체결한 국가는 대만에 이어 한국이 두 번째로 유일하며, 네바다주는 한국과 약정을 체결한 미국의 28번째 주가 되었다.

#Ji-young Lee, an international student who entered the fall semester of 2023, applied for a written test online to obtain a driver's license. I studied roughly with the contents of the written test posted in the Korean-American guidebook recommended by an acquaintance. In California, I thought easily after hearing that most of the previous questions were in the guidebook. The written test in English in early August was difficult. Problems I had never seen were presented, and I failed to pass because I did not feel the actual US traffic laws. Discouraged, Ji-young Lee only began studying with the handbook posted on the DMV. First, I tapped the Internet and found a handbook translated into Korean. After studying carefully, I passed the second written test.

#Kim Ye-bun, who was over 60 years old and wanted to get a driver's license, could not speak English at all and was in a position to get help from an interpreter. I was very disappointed to learn that the interpreter was not possible due to personal reasons while I was looking for information that there was a Korean interpreter entering the DMV on the Internet Korean community site. I asked another interpreter, but was disappointed to learn that entry into the DMV required a letter of recommendation from the head of a Korean community.

#With the recent influx of people to Las Vegas, the DMV is literally a mess. The driving test usually takes a month or two, and paperwork can be delayed by more than five hours. A problematic case in the Korean community is that first-timers who obtain driver's licenses often fail because they do not know Nevada laws and regulations well, so they proceed with the information they have obtained from their surroundings. 

 #In particular, not a few Koreans are suffering from the Korean written test, which has not been implemented since 2001. Many Koreans are curious about why there is no Korean language only. "In early 2000, the DMV notified the Korean community that it would suspend the Korean language test, which had been conducted, but unfortunately, the Korean organization did not respond well, so it disappeared," said Kim Hang-ho, president of the Korean Association. "In this Korean association, efforts are being made to revive the Korean language test or to use Korean licenses as they are to resolve the status and inconvenience of Koreans, but it is not easy because it has to pass the state legislature." 

The examples introduced above are from September 2023 when this magazine covered the difficulties faced by Koreans in the absence of a Korean written test. We tried everything to inform the mainstream of the absurd situation that there is no Korean driving test in Vegas, where the status of K-pop is increasing day by day. Many mainstream people were puzzled that there was no Korean driving test, and were willing to cooperate with this issue. Shortly after, a close meeting between Governor Joe Lombardo and the Consul General of LA began at the end of 2023.  

According to a press release from the Consulate General, the agreement was needed for smooth economic cooperation and human exchanges between Korea and Nevada in the wake of a meeting with the Nevada governor at the end of 2023, and the Nevada governor agreed with it, explaining that discussions for signing the agreement began in earnest. Consulate General Kim Young-wan said, "We expect the signing of the agreement to contribute to economic cooperation between Korea and Nevada and to improve the benefits of overseas citizens."

Kim Hang-ho, chairman of the Korean American Association in Las Vegas, said, "I am deeply grateful to the Korean government officials who worked hard to sign this agreement, Consul General Kim Young-wan of LA, the hard-line consul in charge of foreign affairs, and the Governor of Nevada and everyone in the Korean community." 

Starting from March 19, the new driver's license agreement will be implemented as a mutually recognized driver's license between the Republic of Korea and Nevada. It is a ground-breaking achievement. Under the agreement, overseas residents of Nevada who hold a valid Korean driver's license (large-sized, special-sized, second-class driver's license) will be exempted from practical tests, and only written tests will be allowed to obtain Nevada's Class C driver's license. The same will be done in Korea.

As a result, South Korea is the only country after Taiwan to sign a mutual recognition agreement with Nevada, and Nevada became the 28th U.S. state to sign an agreement with South Korea.
